Here are three suggestions for patcom tomorrow
First is a variation on the suggestions in the emails below below ...
can there be a way to inform interested parties that there is a draft document
coming up for patcom discussion and interested parties are invited to comment on
it ... the agenda for the meeting Dave shared was distributed 1/28 with links to
the documents the patcom will consider ... so there is some opportunity for list
members to be aware what is going to come up ... I am thinking of just a little
nudge how interested parties might offer comments on the various documents
Second is closely related to the above ... IEEE-SA did a good job
documenting comments and disposition of comments during the development of the
pat policy ... so the basic tools already exist ... LOTs of comments and
dispositions of comments are made on various documents under consideration by
patcom ... but they are not captured anywhere ... it would be a good practice to
use the same tools that were used during the development of the patent policy
for other patent related documents the patcom is considering ... any document
related to IP is certain to have varied points of view and it would be good
practice to capture a little more detail how patcom decides on such documents
Lastly, it could be helpful to describe in a little more detail somewhere
how a submitted LOA gets to be an “Accepted LOA” ... from the last meeting
it seemed to me many of the documents under patcom consideration referred
generically to “LOAs” when I understand what was meant related to
“Accepted LOAs” I had suggested someone search text through the various
documents using the term “LOA” to be sure what was meant was not really
“Accepted LOAs” It seems as if it is a staff function to
decide when an submitted LOA becomes an “Accepted LOA” ... I recommend to
describe in a few sentences how that happens

meeting)
I understand it can be an administrative chore to capture comments and
disposition of comments on documents under development by a committee ... For
example John makes good points below about comments made at
meetings. It is my opinion in the case of developing documents
related to the patent policy the transparency benefits outweigh whatever
additional administrative effort is required. Plus given the availability
to IEEE of the comment and disposition tools employed during the
development of the patent policy itself, increased use of these tools for
other relevant documents might even facilitate the work.
At the very minimum I urge that the PP-DIALOG@xxxxxxxxxxxxxxxxx
be used to make available and to seek comments on relevant documents under
consideration by the patcom well in advance of formal patcom
meetings

directing this message to David Law, as I’m assuming he remains the Chair of
PatCom because I haven’t heard of any organizational changes that might be
occurring for 2016. I’d like
to repeat my suggestion made at the December PatCom meeting that PatCom
undertake a formal written comment process for the proposed new FAQs that were
on the agenda for the December meeting (and that now appear likely to be on the
agenda for the March meeting). As there is no recordation of comments made
orally at the actual meetings, it would be appreciated by Nokia if our opinions
and suggestions -- if we have any -- could be preserved via some formal
process. Moreover, as the larger set of FAQs previously was opened up for
a formal written comment process, it would be inconsistent to not do the same
for the new additions. Thank
