[PP-DIALOG] Comment on IEEE-SA Policy

As a retiree, I am not representing any company or group. The comments are mine alone and are intended to increase the effectiveness of the Standards Policy. No representation, explicit or implicit, are provided regarding accuracy or completeness and readers should verify statements and observations. 

As in the past, I note that the spreadsheet format is frustratingly unwieldy and does not encourage comments. Although instructions on expanding cells was helpful, the preclusion of underlining, bold, etc.  and the difficulty in navigating through the document, were not helpful.
