[PP-DIALOG] Response to Comment Request for IEEE Patent Policy

I am retired and hence am not employed by  a  company or group. My  comments are mine and are aimed at providing a readable, balanced, workable Patent Policy.  I make no representation, explicit or implicit, regarding accuracy or completeness. The reader should verify my statements and observations. 

THIS MAY BE A DUPLICATE TRANSMISSION. I received a rejection notice that message is a duplicate --  like others received.  

Thanks for the opportunity to comment, although  I find the spreadsheet format unwieldy and limited. Hopefully it makes drafting and responding MUCH easier in that format.
