I interpret voting to close when Nov. 18 disappears behind the International
Date Line.

I rarely contradict Arnold, but this time I must. There IS a provision like
that in our Policies and Procedures, but it applies to the later voting
directly on the standard itself. That stage has a higher threashold for
quorum and for passing, too.
At this stage, non-voters are not expelled, although it IS important that we
get widespread participation.
