Baker and all,
(I am sending this to all in the interests of transparency.)
Our Policies and Procedures say (Section 7.4.1)
The Chair also shall ... Vote only where that vote will change the outcome of a motion
It seems to me that condition cannot be known until the voting period is over. Unless someone objects, this shall be my practice as Voting Tabulator in all close votes:
1. I consider voting to end at approximately 12:00 GMT of the next day, at which time the prescribed day disappears from the face of the earth. I am at GMT + 6, so that means I get up the next morning and process any votes in my inbox.
2. I request an updated roster of Voting Members to double-check voter eligibility and size of the quorum.
3. If the vote is ties, or if the vote is one vote short of a quorum, I will give the Chair the opportunity to vote.
4. Then official results are tabulated and announced.
Accordingly, Baker's votes are NOT counted at this time, but I may need them tomorrow morning.
