  and vote YES for motion 31
and NO for motion 32, where I support the reasoning of Vincent and John and others

George, John, and I had decided off-line to let the vote proceed, to
gather other problems people might find, then to submit all of these either
as amendments (in the case of passage), or as modifications (in the
case of failure).  John can make modifications in parallel.  Our guess
is that this would reduce the total number of iterations (and time elapsed)
until we get a document with which we all are happy.  However, if
you strongly feel this is either improper or not the best way,
we can stop the vote.  In the mean time, I request that people
continue to vote.
