Yes.  However, deadlines are rapidly closing in on us, so we
should consider production of a meaningful standard containing
levels 1 and 2.

I don't think we are ready to specify Level 3. The biggest risk is
to do that wrong, without an implementation. Informative text could
be useful, though.
