I submit a motion that Section 14 "Level 3 description" be approved as 
standard text.

The text of the Section 14 has been influenced much by fruitful 
discussions in Würzburg.

Rationalle.

This motion follows Motion 29 in that "The standard shall say nothing at 
levels 3, 4,
except to specify the above interchange type."
Much of former contents of Section 14 was moved to
the Annex "Set-based flavor: implementation hints and examples".

Bit representation of interchange format is delegated to other standards
because there are too much subtleties here.
