Speaking informally, I am wondering if there is any real controversy
here. IMO the clean fix would be to simply replace the first paragraph

Reading the rules for submission to REVCOM, I note the Sponsor can submit
the draft to REVCOM (before April 24 for the June REVCOM meeting) WHILE a
recirculation is in progress, provided the 75% approval has already been
achieved. Perhaps the easy thing to do would be to have another
recirculation in progress while the materials are submitted to REVCOM.
In the 2nd recirculation draft, P1788_MAIN-D9p7,pdf, the 1st paragraph
of 8.3 still says "A flavor may provide the decoration com...".
So what has changed since the 1st recirculation?
I'll also remind you of what I wrote in reply, also on April 16:
| It occurred to me that there may be another way out of the "com"-required
| discrepancy: Say that "com" always exists at Level 1!
This elicited no comments.
