The text you propose seems quite awkward. How about this:

NOTE --- While maintaining an association to an SMD-ME, ff a non-AP MLD performs a SMD BSS transition to a target AP MLD that has been connected in the past, a new per-AP MLD PTK is derived using the existing SMD_KDK.

Also note that we really should use hyphen rather than underscore to be consistent with the baseline, so SMD_KDK should really be SMD-KDK.

the definition of "initial AP MLD" is not clear.

define the initial AP MLD as the AP MLD that the non-AP MLD performs initial  association  to  the  SMD-ME
