I has some concerns about your proposed
Ballot Comment Resolution Procedure.
You state in the reference the
following:

The
Working Group Chair determines if and how negative votes in an otherwise
affirmative letter ballot are to be resolved. Normally, the Working Group meets
to resolve the negatives or assigns the task to a ballot
resolution.
But I think you ommitted an important to the LMSC
P&P which is as follows:
7.2.4.1 Chair’s Function
The Chair of the Working Group decides procedural issues. The Working Group members and the Chair decide technical issues by vote. The Working Group Chair decides what is procedural and what is technical. As per above the WG along with the Chair makes technical decisions. Technical comment resolutions which result in changes to the WG draft are technical decisions hence the WG will have to decide them. Hence even if a Ballot Resolution Committee can generate proposed comment resolutions, the WG will have to approve them by a technical vote. Hence I have attached my modifications in the attached contribution with track changes on. Please let me know if you have any questions on my comments. thanks & best regards, jose
