I think what we need is some process that either:
- Certifies that no Sponsor Ballot changes caused a material difference to the Coexistence Assessment
OR
- Require a recirculation (including the Coexistence Assessment document) if the above is not the case.

We would have to fit this into the Sponsor Ballot process on our own because the SA process doesn't care about interaction/interference between competing standards or implementations thereof.

                The reasoning has been that this needs to be handled early on during the WG letter ballot.   Also, those of us within 802 are familiar with our Coexistence Process, so they are not surprised to see a CA document along with the WG letter ballot. It is unlikely that anyone not involved directly in 802 would know what to do with the CA document.  If a big change did happen during Sponsor Ballot a voter could make a comment regarding that section of the draft and its impact on coexistence.  We of course can discuss this more when we review these documents.

                I would like to notify my WG when these two documents will be considered by the Rules Committee.  I assume that will be at the March Rules meeting on Sunday night.  Is that correct?

Can you comment on why the coexistence assessment is not being done as part of Sponsor Ballot?  It would seem to me that changes could you be made during Sponsor Ballot that would impact the coexistence assessment that was done during WG ballot.

                The IEEE 802.19 WG voted to approve the following document and submit to the IEEE 802 Rules Committee for their consideration.
 
 
                These are recommended changes to the IEEE 802 Operations Manual.
 
                The wording of the 802.19 WG motion was, “Approve document IEEE 802.19-19/77r0 and submit it to the IEEE 802 Rules Committee and request that any modification be returned to 802.19 WG for review.”  So please consider sending any modification to this document back to the 802.19 for their review prior to final approval.
 
                The vote in the 802.19 WG was (Y/N/A) = 35/0/0, and no comments were received on the document.
