Penalties for non-payment do not take effect until the next plenary. So, the two week notice at a plenary is for the non-payers from the previous plenary.

                I am not sure I understand that. Are we saying an individual has to pay two weeks before the meeting or they are noncompliant?

                Can you elaborate?   You can of course explain it during tomorrows EC meeting.
