Glenn – short answer - Yes.

 

Long answer, to make everything clear:

 

The feedback from the plenary from which registration was needed (July in the proposed case) needs to get to WG chairs two weeks prior to the next plenary (November in this case).  I’m on a call right now, but will check the slides and update wording if necessary.  WG chair/secretary jobs happen at two points:

  • As soon as practical after the meeting (July), get the IMAT and any participation lists to Jon R. and myself.
  • We will handle follow up
  • No later than 2 weeks prior to the next plenary (but more than 60 days from the previous plenary) receive the ‘deadbeat’ list from Jon and myself and update participation credit and voter roles appropriately.

 

I should note that hopefully (and based on face-to-face practice), there are very few names, if any, in the second list to update. Of course, if that is not true, we will need to work the issue.

So you meant two weeks prior to the _next_  plenary?

 

That is, assuming this is implemented for the July plenary, WG chairs would implement before the November plenary?

Steve - I can explain more tomorrow, but the rules in 5.4 specify 60 says after the meeting before a person who hasn’t paid is penalized. The only reason I mentioned the two weeks prior to the next meeting is to try to give some clarity to the chairs. I received some (offline) questions what load would be on wg secretaries, and since Jon and I will be implementing that the process, the only loads I see on the wg are getting lists to us, and implementing the removal from their membership lists - which needs to happen before the next plenary. As I result, I was looking at the calendar and knowing that everything backs up, I was trying to put some bounds on us (Jon and me) to get the feedback in a timely fashion, as well as give an expectation to wg secretaries.
