Hi Glenn,

As ICCom is responsible for all ICAID's, the ICCom Operations Manual takes precedence over the LAN/MAN Standards Committee P&Ps.  NENDICA can recommend to IEEE 802.1 that a PAR be developed and that the PAR be drafted by the IEEE 802.1 Working Group.

I would assert that it does not.  Each ICAID declares whether it uses ICAID P&Ps (which is subordinate to the ICCom OpsMan) or WG & SC P&P (which does not have the ICCom OpsMan in its hierarchy).  Nendica uses the latter (per 7.3 of the ICAID):

So Nendica is a subgroup of 802.1 which may be tasked to draft a PAR according to the LMSC P&P.

Based on the question that came up today regarding PAR development, please note that the last paragraph of subclause 9.2 of the IEEE SA Industry Connections Committee Operations Manual, states "IC activities shall avoid development of work products that should be undertaken through the IEEE SA PAR/Standards Development process or the ISTO process."
