Yeah. I think this may be going a bit far. More an issue for IEEE-1823b.

However, I think that UPAMD still should apply to all mid-power
devices(not just laptops) which I think will reduce waste further.  If
I never see another Wall Wart with barrel connector it will be too
soon.
