[PP-DIALOG] value of a rationale document

I had previously recommended the ad hoc prepare a "rationale statement" for 
the requirements in the patent policy revisions.  One of the ad hoc 
responses to the GTW comment was that a FAQ document would be prepared.  I 
did not see in the FAQ draft what I had in mind for a rationale document ...

standard.   Granted, preparation of a rationale document for the elements of 
the patent policy is not required by IEEE-SA procedures ... but surely would 
help many of the reviewers of the policy and  authors of potential future 
revisions understand the thinking how the requirements came to be what they 
are.
